Swift Perks Up Gov. Jane Swift is advocating for a change in the state-set perk rate under Title 5 septic system guidelines from its current 30-minute-per-inch absorption level to 60 minutes per inch, bringing Massachusetts in line with 48 other states that currently have the hour rate.
