The Community Preservation Act, like the state’s zoning law known as Chapter 40B, is bound to face some challenges every now and again. In 40B’s case, it’s generally because of the NIMBY attitude toward affordable housing. With the CPA, it’s primarily due to the tiny dent it puts in people’s wallets, even as it creates positive changes in their communities.
