With the announcement of his resignation last week, Douglas I. Foy leaves behind a mixed legacy and many questions about the position he is leaving. Gov. Mitt Romney tapped Foy three years ago to serve as the state’s first secretary of commonwealth development, a position designed to oversee and better coordinate state housing, environmental and transportation activities.
