A bill that would reform the process for selling surplus state land was recently passed in the Senate. Meanwhile, last Monday, Department of Housing and Community Development officials told legislators they are frustrated no Bay State cities or towns have yet finalized agreements under Chapter 40R, a still-new smart-growth initiative designed to lure municipal participation in smart-growth and affordable-housing development with financial incentives.
