As has been well documented by the recent work of the Pioneer and Rappaport institutes, local regulatory barriers are the greatest impediments to building new housing in Massachusetts. But some state regulations and statutes also can make it unnecessarily difficult to produce housing – including housing for the commonwealth’s aging population. A bill pending in the Senate could make it just a bit easier to build housing for persons 55 years of age or older.
