I have expended considerable negative energy in this space railing against the barrage of reports from home-grown think tanks that predict the state’s economic decline. As a change of pace, I’d like to offer a modest proposal that, if it works as planned, will carry Massachusetts on an economic sedan chair into the next millennium.
