Big changes in home insurance cost and availability up and down the Atlantic Coast are prompting greater regulatory attention, to both underwriting (before losses) and claims (after the loss). Neither is conducive to a healthy insurance marketplace; increasingly limited availability in these markets now affects lending and real estate interests.
