Steven B. Belkin, the founder of Trans National Group, a Boston-based travel company, and owner of the NBA’s Atlanta Hawks and the NHL’s Atlanta Thrashers, is on track to be designated by Mayor Thomas M. Menino to build Boston’s tallest skyscraper in the Financial District.
