One of the peculiarities of the Massachusetts land-use regulatory system is its nearly exclusive reliance upon volunteers to administer zoning, subdivision, environmental and public health regulations. Like open town meeting, it is a form of local governance that depends upon the active participation of concerned and dedicated members of the community.
