Boston Global Investors’ proposed development of two Massport-owned parcels in the Seaport District calls for a 645,000-square-foot office building next to the MBTA World Trade Center station and a 2-story building between two Massachusetts Turnpike off-ramps.

BGI, the original Seaport Square master developer, was selected by Massport this year to develop the two parcels including its parking lot at 401 Congress St.

The main parcel would be developed as an 18-story office building with entrances on Congress Street and the World Trade Center Avenue viaduct, according to a letter of intent submitted Thursday to the Boston Planning and Development Agency. A 2-story “Great Hall” would be included with a Congress Street entrance.

A 2-story, 30,000-square-foot building containing programmable space and a landscaped rooftop would be built on the 21,000-square-foot “triangle parcel” between Massachusetts Turnpike off-ramps, with a pedestrian bridge connecting that parcel to the office building site.

In its request for proposals, Massport asked developers to include plans for “significant creative programming” for tenants and the public. BGI is partnering with Philadelphia-based Athena Global Advisors on public realm design and programming coordination.

Massport said it will provide spaces for the development in its 1,500-space Seaport parking garage, completed last year at 406 Summer St.

A dozen developers responded to Massport’s request for proposals for the site in May 2018.

Under state law, Massport properties are exempt from municipal zoning, but the agency and its partners have traditionally submitted projects for BPDA review.
