A Boston developer that acquired two Financial District buildings and their development rights last year is proposing a switch from high-end housing to a hotel.

Hemisphere Development Group is seeking Boston Planning and Development Agency approval for a 116-room hotel and 3,100 square foot restaurant at 15 and 19 Congress St.

Previously approved plans called for 35 condominiums in the two connected buildings, which would be expanded with a 5-story addition, which is still included in the hotel proposal. No parking is included in the project, with developers citing the proximity to multiple MBTA stations.

Hemisphere is anticipating a groundbreaking in the third quarter and completion of the hotel project in early 2021, according to the notice of project change filed last week with the BPDA.

The Congress Square project, which is redeveloping former Fidelity Investments office buildings acquired by Related Beal in 2014, includes an expanded 388,000-square-foot office building at 40 Water St. leased to Publicis.Sapient and WeWork, and a 190-room Hyatt Centric hotel at 68 Devonshire St. scheduled to open in March.
