A North Andover developer is kicking off permitting for an 84-unit apartment complex steps from the MBTA’s Newburyport commuter rail station.

Minco Corp. seeks approval for a 5-story structure at 3 Boston Way, a 2.1-acre parcel currently occupied by Atlantic Ambulance and a landscaping company.

Located in the town’s Smart Growth District enacted in 2015, the project calls for 21 income-restricted units. Members of the project team include architect GSD Assoc. of North Andover, civil engineer Morin-Cameron Group of Topsfield, landscape architects Radner Design Assoc. of Framingham and LEC Environmental Consultants of Wakefield, according to application materials submitted to the Newburyport planning board by Louis Minicucci, president of Minco Corp. The project would include 110 parking spaces.

Minco has another apartment complex under construction at 1 Boston Way, which also was approved under the Smart Growth zoning, on a parcel that it purchased from the MBTA in November 2018 for $1.8 million.

Chapter 40R, the state’s Smart Growth statute, encourages communities to zone for higher-density housing near town centers and public transit. Although 42 communities have adopted smart growth zoning that could accommodate more than 22,000 housing units, only 3,750 residences have been built or permitted.
